Well it may be the butt end of a SD45, but it is mounted on a flatcar and has no powered trucks. I see no power cables on the visible end, so it's not a power unit. Maybe a training unit?

from Doug Stark: I believe it's a "load bank" used for stationary testing of locomotives under simulated full load conditions. Electricity from the diesel's generator, instead of going to the traction motors, is converted to thermal energy and dissipated through resistive elements located below the cooling fans. Essentially it's a giant "toaster", and I've heard that term used to describe load banks used for routine testing of emergency standby generators located in buildings.
